All air carriers that operate scheduled or non-scheduled air services in and out of Guyana must regularly submit air transport statistics as part of the Authority’s statistics programme.
The submission of air transport statistics is necessary so that the Authority may monitor the growth and development of Guyana’s aviation sector. This helps us to inform, develop and monitor aviation policy.
Air Transport Reporting (ATR) Forms
All airlines and operators must submit their air transport data to the Authority using our Air Transport Reporting (ATR) forms. These ATR forms were designed to facilitate the easy transmission of statistics to the Authority.
The ATR forms were developed using MS Excel so as to be used to submit data electronically. CLICK HERE for electronic forms.

Licenses are issued expressly for the Operation of Scheduled Air Services. Applications should be submitted on FORM GCAA 4101 and must be forwarded to The Director Air Transport Management.
The form must be completed with particular attention to the required financial information. - Aircraft and Route Authorization Sections of the Operators Specifications
- Overview of the proposed operations.
- Detailed Flight Schedule of Operations
First time applicants must submit in addition to the above, the following documents:
- Memorandum and Articles of Association
- Ownership Structure of Organization
- Business Plan
- Pro Forma Balance Sheet detailing projected revenue and expenditure on a monthly basis for the first three years of operations.
- Details of financial resources available
- Any other documents necessary for the application

Time Period – 12 weeks (minimum)
