Overview

The provision of Air Navigation Service (ANS) is structured along standard International Civil Aviation Organisation (ICAO) principles. The responsibilities include airspace design and the provision of safe and efficient air navigation service to the users of the SYGC airspace.

ANS is stationed at Timehri Control Tower Complex and Ogle Control Tower. At Timehri, the complex consists of the Area Control Centre (ACC), Flight Information Centre (FIC), and Control Tower for Aerodrome/Approach control services at the Cheddi Jagan International Airport.

Also located at the Timehri Control Tower Complex is Aeronautical Information Service (AIS), Civil Aviation Authority Training School (CAATS) and the Communication, Navigation and Surveillance/ Air Traffic Management (CNS/ATM) systems along with the maintenance division, while Ogle Tower comprises the equipment and personnel to provide Aerodrome control service for Eugene F. Responsibilities:

  • Air Traffic Control (ATC);
  • Safety, Investigation and Evaluation;
  • Search and Rescue coordination;
  • Flight Information Service; and
  • Airspace development and coordination.

 

Air Traffic Control (ATC)

Area Control Center (ACC) is responsible for the provision of en-route services, alerting services and flow control within the Georgetown Flight Information Region (FIR).

Approach and Aerodrome Tower (AP/AD) is responsible for the provision of approach and aerodrome control services for Cheddi Jagan and Eugene F. Correia International Airports.

Safety, Investigation and Evaluation is responsible for safety management and the investigation of Air Traffic incidents. Based on the investigation, the section initiates staff counseling, Standard Operating Procedure changes, remedial training etc. Conduct examinations for issue of ATC license and ratings.

Search and Rescue (SAR) is responsible for initiating and coordinating SAR activities for aircraft within the SYGC FIR that is in a state of emergency.

Flight Information Service (FIS) has responsibilities to provide Flight Information and Alerting services to all flights operating in uncontrolled airspace and act as the Rescue Coordination Centre (RCC) until relieved.

Airspace coordination this section is responsible for the design of SYGC airspace and liaison of it with neighboring countries to harmonise the type of airspace and services provided to international flights and local operators for services provided to domestic flights.[/lvca_service_item][lvca_service_item icon_family=”openiconic” title=”Aeronautical Information Management (AIM)” icon_openiconic=”vc-oi vc-oi-ok”]The Standards and Recommend Practices (SARPS) provided by ICAO and the Guyana Civil Aviation Authority (GCAA) is the standards by which AIM operates. Supervised by the ATM supervisor, the AIM provides information regarding Air Navigation Services and Flight Operations within the SYGC FIR. The responsibilities include:

Publication:

  • Prepare and manage the Aeronautical Information Publication (AIP), AIP Supplements, Aeronautical Information Circulars (AIC)
  • Production of Notice to Airmen (NOTAM), checklist and list of valid NOTAM
  • Maintain a systematic library of ICAO Publications, and other states’ Aeronautical Information Publications

 

Communication:

  • This is the gateway for the Aeronautical Fixed Telecommunication Network (AFTN), Aeronautical Messages Handling System (AMHS). The responsibilities include monitoring of Air Traffic Service messages, monitoring of Regional Operational Aeronautical Meteorological Data (OPMET) Bulleting Exchange and archival/retrieval of flight plans for national security, investigations, safety management and planning.

 

Data/statistic:

  • Capture, manage and archive and or retrieve all aircraft movement data within the SYGC FIR.

The CAATS is responsible for the coordination, execution and planning of all site-specific training courses. These trainings are designed and updated continuously for all operational equipment and procedures based on relevant published documents like ICAO documents, Local Instructions, Letter of Agreements, Guyana Aeronautical Information Publication (AIP) etc.

The following courses are offered:

  • Standard site-specific courses
  • Supplementary site-specific courses
  • Ad-hoc site-specific courses
  • Competency program

 

Standard site-specific courses:

  • Ab-initio, Aeronautical Information Management (AIM) and Air Traffic Control Assistant (ATCA) courses are offered as one training course for new recruits.
  • The Air Traffic Controller Aerodrome/Approach – Procedural courses are offered to Guyanese Nationals who have successfully completed the Ab-initio/AIM/ATCA courses.
  • The Area control –Procedural course for ATCOs with Aerodrome/Approach Ratings.

 

Supplementary site-specify courses:

  • On the Job Training Instructor (OJTI) course to prepare suitable candidates to conduct OJT for Air Traffic Controllers and AISO- (Aeronautical Information Service Officer).

 

Ad-hoc site-specific courses in collaboration with ATM:

  • Remedial training course for Air Traffic Controllers who are involved in Air Traffic incidents,
  • Training/workshops on new unit procedures/concepts, equipment and technologies.

 

Competency Program in collaboration with ATM:

  • A bi-annual check carried out in the form of written examination to verify the knowledge of Air Traffic Controllers and Flight Information Service Officer – (FISO), is sufficient to perform operational duties,
  • A yearly practical and or audio tape review to verify Air Traffic Controllers and FISO are performing their duties as per the standards stipulated by Civil Aviation Air Traffic Service – (ATS) Regulations.

They are responsible for:

  • CNS engineering
  • Mechanical and Electrical engineering
  • IT engineering
  • CNS training

CNS engineering:

Maintenance of the following:

  • Air situation display at all work position at both ANS locations.
  • Communications equipment including VCCS- (Voice Communication Control Switch), ATS- (Air Traffic Service) messages handling switch, ATM- (Air Traffic Management) etc.
  • Voice and data links to domestic airports and neighboring countries,
  • Maintenance of Navigational and visual aids.

Mechanical and Electrical:

  • To manage and provide general maintenance of all ANS mechanical, electrical and other facilities including stand by Generators etc.

 IT engineering:

  • The maintenance of Office Computer, Operational Support LAN, and other peripherals,
  • Research and design, modification, upgrade and Operational Verification of ATM systems.

CNS training:

  • Coordinate the training and periodical competency checks of Engineers and technicians.
